A Bristol, Tennessee man has been arrested after hitting passing vehicles with a metal pipe and assaulting a woman in Johnson City. The Johnson City Police Department reports that 50-year-old Thomas Cousineau was arrested on Monday after officers were called to the intersection of South Roan Street and Water Street at around 1:35 p.m. Upon arrival, Cousineau was found on top of a woman engaged in a struggle in the parking lot of the John Sevier Center. The investigation found that he had been walking in the middle of South Roan Street, hitting passing vehicles with a three-foot metal pipe, damaging four vehicles. He was transported to the Washington County Detention Center and was placed on a $125,000 bond.
