MAN ARRESTED IN JOHNSON CITY AFTER TRYING TO STEAL TAXI WITH 3-MONTH-OLD CHILD INSIDE

A man has been charged after allegedly trying to steal a taxi with a 3-month-old child in the vehicle in Johnson City. The Johnson City Police Department reports that officers were called to the Clark Street Baptist Church in the 200 block of Clark Street at around 8:45 p.m. Monday. After receiving reports of a domestic disturbance. Upon arrival, officers encountered 37-year-old Travis Dulaney walking a stroller with a 3-month-old child inside close to the location of the disturbance. Officers called him a taxi after discovering that he was intoxicated, but when it arrived, he would not get in. Officers then had no choice after his refusal but to take him into custody for public intoxication. He then resisted and tried to steal the taxi and drive away wit the child inside. He was finally taken into custody and transported to the Johnson City Medical Center where he was medically cleared before being transported to the Washington County Detention Center. Dulaney was charged with felony child endangerment, felony attempted motor vehicle theft, public intoxication, and resisting arrest. The child was released to the custody of the Department of Child Services.
